The Constitutional Foundation
The Constitution of the Republic of South Africa and the Bill of Rights do not present vague ideals about municipal government and service delivery. They provide binding rules to municipalities and to the people they serve regarding how government must function and how services must be delivered.
These foundational documents emphasise:

Local government — municipalities and district municipalities — is the sphere of government closest to the people. It operates at street level. For many communities, it is the most direct and practical test of whether democracy works.
